Various barbarian tribes call the Shattered Isles home. Each island is its own kingdom unto itself, ruled by a Jarl and protected by his warriors. Normally, the various tribes war with one another throughout the year, raiding one another's settlements when the sea and weather allows. Sometimes though, one Jarl will seek to gain more of a foothold. He'll conquer one island, and then another, and soon the entire archipelago is under one banner. This has only happened a few times in recorded history, and each time, the barbarians inevitably came ashore on the mainland and had to be driven back across the sea.

Recently, Jarl Jotunn, leader of the Frostmire clan, has gathered all the tribes under his banner with promises of great wealth and prosperity. Barbarian longboats have been spotted gathering along the shores of the Jarl's island and a calm has taken over the region, one that often comes before a terrible storm. Fearing a full barbarian invasion, the rulers of the Cressian mainland have put out a call for adventurers to travel to meet with the Jarl and, if they can't dissuade him from war, kill him and disperse the barbarian clans before their alliance becomes permanent.
